It seems obvious that she likes you, but maybe she is not ready for a relationship and commitment yet, which is actually pretty common. Give it more time hangout with her and talk to her some more. Don't keep throwing yourself at her, let her make the move that will elevate you guys to the next level. She already knows that you want to so when she's ready she won't even be shy or scared to ask you. Also you can always move on to the next level silently meaning that you guys move on to the next level, but either of you made it official.
