Any boy/girl relationship experts out there that could help?!!?

So theres a man i met at a club before christmas hes 21 and im 17. We kissed and exchanged numbers. He told me that he never texted any girl first, why i do not know and i told him then i refused to always text first. So we texted on and off until the start of february both initating the convo.. For the most of this month we were texting every two or three days. We arranged to meet up twice but he cancelled last minute twice due to work and the fact he was going out with his friends one night, i played it cool but he knew i was annoyed at the second cancellation. I know it sounds dodgy but he seems really interested becuase the four times he has been in my area clubbing he has rang me lke 20 times to see if he could see me after.He also askes me if im going out at the weekend to meet up. He is really sweet in texts and he has never been ual in any of them, just really sweet asking questions to keep the conversation flowing. I knw he dosent like texting first so maybe thats the reason why we havent text ina week. Should i hold out or text him to see if hes in town tonight? The thing is I want to get the persepective of a stranger to see where this is heading and whether or not theres any point in making an effort. And men whas your honest opinon?
