Please help! My friend has a temperature of 101.6! Does she need to go to the ER?

I have a friend who is 12 years old. She will be 13 in early March. She has a temperature of 101.6 and it is going up fast! Should she go to the hospital? EXTRA: girl, exact average wieght, tall, thin, terrible cough, sore throat, and under 4 quilts and FREEZING! Please help, and FAST!
